From the region? Yes.
From the country? I don't see that happening anytime soon.
Last time they did that the Iraqi army turned into a sectarian force and was nearly routed by ISIL.
NATO should have large training mission like they're doing in Afghanistan with Operation Resolute Support, with airpower and some special forces assets on standby.
