I haven't seen any original sources, no. Its probably just more Normalization Propaganda.
This wouldn't make sense. SAA and NDF were expelled from Hasakah in 2016 and there's no obvious reason why the SDF should not continue control over the city?
This would be a positive development for both groups. Moving forward, the Syrian govt. should maintain joint control of Raqqa and Hasakah cities with the PYD. Realistically the regime needs the SDF to hold large parts of northern and eastern Syria because they lack the manpower to do it on their own. However, having a presence in the provincial capitals would give the regime a greater degree of sovereignty over the country as part of the four corners strategy that Assad endorsed.
