It's a bit naive to think that Russia would commit to such a big offensive, which would be costly in both resources and human losses, just because it experiences relatively harmless drone attacks from time to time.
Especially if you consider that these kinds of attacks can be easily launched even from territory that it nominally under government control. Latakia and Idlib make perfect places for hideouts and rebels can easily smuggle whatever material needed to make these kinds of drones into SAA territory by bribing a few officers.
Latakia is a hot zone for occasional SAA and rebel fighting, the offensive is coming soon or later
