Why is all their evidence from one building, surely there would be similar victims in other places if this really occurred no?
There was so victims in the other building, there was no one living there. Below where the canister fell, someone was raising chickens in one of the rooms. It's claimed that all the chickens survived, if so it indicates that the chlorine only leaked out slowly. This agrees with the condition of the canister found on the bed, that still had its valve intact.
They say "one building, one bomb" but then they show two bombs, and presumably two buildings?
No one was killed in the other building, where a canister was found on the bed, not even the chickens on a nearby room (yes, someone was raising chickens in one of the rooms). The valve of the canister was still intact, so it seems the chlorine leaked out very slowly.
