I’m 80% sure this is at Point Reyes, the driveway leading up to the old RCA/Marconi receiver site for KPH.
Edit: If you are ever out in this area (or the Bolinas transmitter site) on a weekend, definitely email the folks at the Marine Radio Historical Society ahead of time and request a tour, or just show up - they're there most Saturdays. There is an awesome amount of history at both locations and they have fully restored many of the original radios and antennas to be fully functional. In addition to being ham radio station K6KPH, they are also have a commercial license for KPH and KSM for sending and receiving morse code messages - yes, they can send a message for you, for money, although I'm not sure they've turned a profit in many years. :)
98% 100% sure the reflection is photoshopped.
I did find a photo of the Point Reyes tree arches with water on the ground. I have to warn you, it's underwhelming:

Good catch. I admit, even with the warning, I was not fully prepared to be that underwhelmed.
I found the original image (before it was photoshopped) on Instagram, and copied it to Imgur:
This doesn't look like the same pictures. Even if the color was changed in photoshop the angle of the direction the picture was taken is off.
That is copyright infringement. Link to the authors material, don’t copy and republish what you do not have the license to do.

Yes, with the actual building photoshopped out and the reflection added. Hard to mistake those trees. It'd look better if the fake water weren't so "perfect." Also really bad editing artifacts at the end of the road where the building should be.
How to tell if reflections are photoshopped:
Reflections rarely have a true mirror image of the elements being reflected, especially if those elements are close to the viewer. The path that light takes when hitting the mirrored surface has angular variance, which means that the reflected picture is simply being seen from a different angle. Try to imagine how a person would look when standing on a mirror; their reflection on that mirror simply cannot be an exact upside-down version of what you're seeing above it, but rather kind of what a person would look like if you were looking at them from underneath the mirror.
In this picture, look for signs such as the patches of blue that peek through the trees, and the way branches from different trees intersect with each other. You'll quickly notice that the reflected image is just a clone of the original, upside-down and photoshopped in.

Reminds me of this spot on Caddo lake called government ditch. During the summer time the cypress trees bloom really big and make it like a tunnel. It's so much fun to haul ass in a boat down that tunnel.
